His research focuses on issues that face veterans and military personneld, force structure and readiness issues and Civil Military relations. His most recent article what america owes its veterans was published in its currentha issue of Foreign Affairs magazine. Serving in iraq from 2,522,006 as an adviser to the state department for Reconstruction Team mr. Carter returned home to an increasing involvement in Veterans National affairs.
