We are now well into the 2017 fire season. It is certainly a very active one. My friend from montana, i think, is going to share some of what is happening in his state this morning. I think it is appropriate to recognize the heroic acts of the men and women who fight these fires throughout the season. And to recognize the firefighter from montana. And to recognize the firefighter from montana. I will talk about it in my remarks but we lost a firefighter last night in montana. It is our second fatality in two weeks. Know that our hearts and our prayers are with the families but again, this speaks to the realities that we face with our wildfires and are fires around the country, that this is dangerous and unpredictable work. Our thoughts and our prayers are with those who are serving. As of august 1, nearly

Has made a number of public comments. We held a hearing, many members, republican and democrat, were present on the question of fragile states. He is, i think, appropriately highlighting that the cost of restabilizing countries like libya, syria, iraq and continuing to hold together countries like nigeria and pakistan is going to be substantial. And we need to engage in a bipartisan and thoughtful way in advancing why it is in americas interests to prevent the collapse of even more larger and potentially dangerous states. Im really grateful for your presence. Thank you. Senator cardin for a closing comment. Thank you. I want to thank both of our witnesses for being here. I certainly agree with both of your statements about the United States must reassure our gulf state partners and israel of our commitment to their security. Fema mitigation funds must be used on cost and official projects to ensure the federal investment is a wise one. Fema makes every effort to get money in the hands of applicants as fast as possible to enable rapid recovery from disaster impacts. From the sandy
The 114th congress, i stated that my top Emergency Management priority was pursuing life saving and cost reducing disaster legislation and launching a Public Policy debate about the costs of disasters in terms of both the loss of property and human life. We follow that hearing with several round tables to help us understand what disasters cost this country, who pays those costs and whether the problem is Getting Better or worse. Early last year, Ranking Member carson and i introduced the fema format to call for the First Comprehensive assessment of disaster cost and losses in over 20 years. We also wanted to reform several Disaster Assistance programs to make them more efficient. If february, the house passed the fema legislation and we hope the senate will take up hr1471 and pass it soon. The purpose of todays hearing is to discuss what we have learned so far and begin exploring potential solutions, particularly the principals that should be driving those solutions. While there are si
