Good morning everybody. Normally we dont start until the ranking members here but people have scheduling problems today, and ive consulted with the staff and i can go ahead without waiting. Thank you, senator cornyn, for being here. Senator kennedys coming. The topic of todays hearing involves the ms13 crisis thats growing and spreading in communities across the nation. The atrocities of these criminals are not new. The group has existed since the 1980s and has made a reputation for itself as a perpetrator of extreme and often gruesome violence. This organization has been dubbed the worlds most dangerous gang. And some say, it would be a terrorist organization. Call the subcommittee to order and thank all of the witnesses for being with us today for the subject of our concerns which is visa overstays. Most of the time when we talk about the flaws of our immigration system, we talk about Border Security as the paramount concern and for me it is with the 1200mile home in border notwithstanding the great work being done by Border Patrol it still remains a vulnerability and we are working hard to come up with some proposals to address that. We are live this morning as the medicare board of trustees is meeting to look at what Congress Plans to do on medicare and medicaid coverage. This is live coverage. Its just getting underway. My name is joe and im in Health Care Retirement policy at aei. I will be introducing the panel in just a second. I did want to highlight a few things that the trustees said in their report. Perhaps their biggest concern has to do with the outlook as they said in their summary, a major concern has to do with the growth of Health Care Innovation which has positives and negatives.
