Test Valley Borough Council will look into restoring the Town Mills table tennis table after it was removed during renovation work. Cllr Christopher Ecclestone queried the removal during a meeting of Test Valley Borough Council (TVBC) on April 7. It was located between the Town Mills and the Chantry Centre car park, but was removed during work on the riverside park and is yet to be reinstated. Cllr Nick Adams-King, the planning portfolio holder for TVBC, said he would investigate. The question was one of a number asked by Cllr Ecclestone during the meeting of the borough council on Wednesday, April 7. Councillors are allowed to ask questions of officers and portfolio holders by submitting questions in advance.
Councillors have agreed to a round table on the Andover Special Expenses Levy and its future following a motion being brought. Cllrs David Coole and Christopher Ecclestone had brought a motion to Test Valley Borough Council (TVBC) which asked for the end of the levy, and an apology to the people of the town. In response, Cllr Maureen Flood, the finance portfolio holder for the council, criticised the motion’s proposals as “inappropriate”. Following debate, Cllrs Coole and Ecclestone agreed to withdraw the motion, with all TVBC councillors invited to a round table at a future Overview and Scrutiny Committee (OSCOM) meeting.

Veterans have raised “grave concerns” over a proposal to hold a referendum on moving Andover’s war memorial. Test Valley Borough Council (TVBC) was debating a motion by Cllrs Christopher Ecclestone and David Coole to hold a consultation on the resiting of the memorial, with the aim of holding a referendum on the move in 2021. Cllr Ecclestone said that the proposal would “would finally, once and for all, settle this issue of where the war memorial is sited.” However, others disagreed with the plans, saying that they had been brought with “contempt” and had no information on the costs or impacts such a move would have on the listed monument.
