One year after the onset of the war in Iraq, the United States, its allies, and the Iraqi people are better off, and the ouster of Saddam Hussein's regime pays strategic dividends that too often areglossed over by critics. On balance, the war has enhanced U.S.national security interests in the Middle East and has been a netplus in the war against international terrorism.
The Bush Administration's initiative to sell civilian nucleartechnology to India will have a lasting effect on the internationalnonproliferation regime. To deal with the growing impact of defacto nuclear-weapon states on U.S. security, policymakers shouldpursue a two-track policy for nuclear nonproliferation and developcriteria-based policies for emerging nuclear technologyrelationships with these states.
