　　一年药品耗材收入占比超60% 曾经，这座中国东南的工业小城医疗费用每年呈两位数增长，医保基金曾经面临“穿底”风险。 　　高药品耗材收入占比的背后是不合理的医药与医疗体制，药品耗材在流通过程中层层加价，很多类似药品使用商用名、化学名、通用名等多个名字，并采用不同规格、剂型，致使价格混乱，负担压给群众与医保。 　　药品不为治病、医生不为看病、医院不为公益。三明医改以“虚高药价”为“狙击点”，烧起了改革的“第一把火”。 　　三明市医保局局长徐志銮介绍，通过在全市范围内推行医院药品耗材零加成销售、执行“两票制”、实行“一品两规”、集中带量采购等，对重点药品使用情况实时监控，严控过度诊疗，三明市的药品价格和医疗费用在改革后很快实现“断崖式”下降。 　　以“两票制”为�
