months to review cases that had been deemed deemed a city wide audit of rape cases find that about half the victims were told they had no case. if not for this audit they never would have been investigated. this is an credible issue that i think we needed significant help on and we re getting it. reporter: in june the baltimore sun found the number of unfounded rapes in the city was the highest in the nation. victims started speaking out. immediately the police commissioner stopped patrol officers from throwing out rapes. we have failed sexual assault victims in baltimore. reporter: this month an audit revealed of 135 unfounded cases that were reviewed, 28 should have been investigated add rape. 42 others should have been investigated assault or abuse. instead they were all tossed out. i was more surprised that in the number of cases that were affirmed is unfounded. reporter: you expected to see a larger problem? i expected that it might have been more far r
