Panama City Beach drowning victim identified as 20-year-old Georgia man Hey Florida! Do you know what the beach flags mean? UP NEXT PANAMA CITY BEACH  Local law enforcement officials have identified the body of the tourist who drowned on Saturday while swimming in the Gulf of Mexico.  According to the Bay County Sheriff s Office, the man was 20-year-old Donte Plant, who was visiting Panama City Beach from Atlanta, Georgia. PANAMA CITY BEACH  Panama City Beach officials have issued more than $50,000 in potential double-red flag swimming citations to beachgoers in a little more than a month.  According to James Tindle, code enforcement manager for Panama City Beach, 107 people were fined from March 17 to April 25 for swimming in the Gulf of Mexico under double-red flag conditions.
