JOHNSTOWN The Common Council took action Monday night to free up the vehicular area around the Knox Building, which is again housing city students.
The building used to be known as Knox Junior High School, but was simply turned into a largely administrative building at the start of this school year. But during the COVID-19 pandemic, the Greater Johnstown School District has now shifted fifth and sixth grade students from Warren Street Elementary School to the building and there is a worry about parking and public vehicular traffic access to the South Perry Street building.
Following a public hearing, the council Monday night at City Hall adopted an ordinance/local law to amend the city Code of Ordinances. Effective immediately, there is “No Parking Any Time” on the east side of South Perry Street – from the intersection of First Avenue to the intersection of Fourth Avenue.

JOHNSTOWN The Common Council is poised to adopt a state-mandated Police Reform Plan at its monthly business meeting at 6 p.m. Monday at City Hall.
The plan required by the state by April 1 has been worked on for several months by the Johnstown Police Department, Chief David Gilbo and his officers.
Mayor Vern Jackson said Friday the plan, taking a critical look at how the local police force is run and can be changed, meets the standards required by the state.
“I think he did an excellent job,” Jackson said of Gilbo.
The council will hold a public hearing on the plan prior to adoption.
JOHNSTOWN COVID-19 vaccinations for members of the Johnstown Police Department should be wrapping up soon.
Police Chief David Gilbo stated in his monthly report Monday to the Common Council that officers are receiving their COVID shots.
He reported the police department was due to complete the COVID-19 vaccinations by the end of February.
Gilbo also reported a draft version of the department’s state-mandated Police Reform and Reinvention Collaborative Plan was completed and turned over to the council.
Also in his report, Gilbo said that for January, the police department handled 515 calls for services.
Out of those calls, 55 criminal cases were generated. There were 22 arrests made during the month 12 male suspects and 10 females.
