The top un official there calls it a possible war crime, but the security council, meeting in new york, failed to issue any formal condemnation. Libyan officials blame forces loyal to the warlord, general haftar. He blames local militia. Thousands of african migrants trying to reach europe are being held in libya, in the midst of a civil war. Quentin sommerville reports. They came to libya in search of an escape, but were killed before they could flee its shores.
