基础设施建设方面，新建住宅小区配建停车位100%预留充电设施建设安装条件，与项目同步交付车位中，配建充电设施的不少于车位总数的10%；新建商场、宾馆、医院、办公楼等大型公共建筑物配建停车场和社会公共停车场，按照不低于车位数量15%的比例配建充电设施；具备条件的老旧小区在充分征求居民意见的基础上，将设置充电基础设施纳入老旧小区改造工作。同时，加快智能网联汽车路网设施建设，率先在大东区、铁西区建设智能网联汽车示范路。
优化使用环境方面，从优化充（换）电基础设施规划建设审批程序、为充（换）电基础设施建设提供电力保障、构建充电基础设施安全保障体系、建设新能源汽车运行管理信息化服务平台、为新能源汽车提供停车和通行便利等方面强化公共服务，提升新能源汽车的使用便利
