thursday. tonight we learn washington officials have made a major decision regarding how to handle the forthcoming surge. correspondent bill melugin is in brownsville tonight. illegal crossings at the southern border are at record highs with less than two days remaining before the end of title 42. cbp forces tell fox over 27,000 migrants were in federal custody as of this morning. and cbp leadership has now authorized all border patrol sectors to begin mass street releases of migrants if ngos don t have capacity to hold them. in downtown el paso, where illegal immigrants, who have evaded border patrol have been camped on sidewalks, several tell fox they were awoken early this morning and given these fliers by federal authorities telling them to turn themselves in to cbp. i don t know who gave me this. it had no identification. they had a gun and a badge. but i don t know i m not going to turn myself in. i was asleep on the floor
when all of a sudden they wake us up to give us these familiar threats. it was apparently part of a, quote, targeted enforcement operation that cbp announced in a press release beforehand with a furious border patrol union saying they gave away the element of surprise. i m exstreets extremely upset right now. this is when activism takes over law enforcement and that should never happen. across the border, migrant camps continue to swell. this one in rain knows is a, home to thousands of migrants waiting for title 42 to drop on thursday before they plan to cross illegally. nearby a second camp sits on the banks of the rio grande river. one venezuelan man who had just been expelled via title 42 tells us he plans to enter the u.s. illegally again. this is the only option we all have. if i have another opportunity to cross a river, i will cross it again. and, gillian, can you take a live look at our fox news drone just behind me right now where
you can see an absolutely enormous line of migrants who have just crossed illegally here into brownsville. i mean, take a look at that just a jaw-dropping amount of people. hundreds upon hundreds now gathered in a single file line waiting for border patrol processing and border patrol is completely overwhelmed. cbp sources telling me the rio grande valley sector currently has more than 7,000 migrants in federal custody and they are at 140% of their capacity when it comes to their cbp facilities. it s ticking up and it s only expected to get worse once title 42 drops in just a couple of days. we ll send it back to you. gillian: bill melugin in brownsville, texas tonight. thank you. coming up next, our common ground segment deals with fallout from the border crisis. first, let s take a look at what some of our fox affiliates are covering tonight. fox 29 in philadelphia, one of the with it prisoners who officials say escaped a filly correctional facility through a
