Meeting in a special session Tuesday night to address a looming crisis at the county jail, the Carroll County Quorum Court approved a motion calling for a $2-an-hour raise and a $500 retention bonus for detention officers.
The motion called for the retention bonus to be paid at the end of August.
The quorum court voted 10-1 to approve the motion by District 1 Justice of the Peace Jack Deaton. The lone dissenting vote was cast by District 3 JP Harrie Farrow, who represents Eureka Springs. Farrow explained later in the meeting that she voted against Deatons motion because she doesnt feel the raises are high enough.

A hastily assembled advisory committee voted unanimously Monday to recommend that the Carroll County Quorum Court immediately raise detention officers pay by $3 an hour in an effort to prevent the county jail from shutting down by the end of the week.
The committee, comprising mayors and police chiefs from Berryville, Eureka Springs and Green Forest as well as Carroll County Circuit Judge Scott Jackson, Carroll County District Judge Dale Ramsey and Berryville accountant David Killingsworth, was appointed just three days earlier by County Judge Sam Barr and sworn in before Mondays meeting by County Clerk Connie Doss.

The Carroll County Quorum Court reversed itself on Monday, Jan. 25, voting unanimously to return its regular meetings to 5 p.m. on the third Monday of each month.
On Jan 4, the court had voted to hold regular meetings at 6 p.m. on the third Monday, after prosecuting attorney Tony Rogers asked justices of the peace to consider meeting on another day to avoid a potential scheduling conflict with criminal court proceedings that are held each Monday.
Rogers or one of his deputies typically attends the month quorum court meetings to provide legal advice as needed by the countys governing body.

The Carroll County Quorum Court will push its monthly meetings back by an hour for the next two years.
The court voted 8-1 Monday night to hold its regular meetings at 6 p.m. on the third Monday of each month. Prosecuting Attorney Tony Rogers had asked the court to consider another day of the week because Mondays are busy days for prosecutors in criminal court and the courtroom of the Carroll County Eastern District Courthouse in Berryville where the quorum court normally meets is sometimes not available on Monday nights.
District 6 Justice of the Peace Craig Hicks made a motion to set the monthly meetings at 6 p.m. on the third Monday, saying that would give prosecutors more time to finish their duties in criminal court. Although Rogers noted that would create a longer day for prosecutors, JPs approved Hicks motion by an 8-1 vote.

Some time ago, an upset Carroll County resident walked into the circuit clerks office and, after speaking with the clerk, demanded to know, Who is your boss?
The clerk replied simply, You are.
Ramona Wilson, wholl be 71 next month, likes to tell that story. After 48 years serving the people of Carroll County including the past 22 as circuit clerk, its still one of her favorites.
