According to Capitola Community Development Director Katie Herlihy, if zoning updates in 2025 do not initiate mall redevelopment by 2027, the city will be expected to develop alternative strategies, a commitment specifically requested by state housing authorities.
A council vote of approval would end a process that began late last year.
