When he tweeted he would make sure trump doesnt become president and has an insurance policy, he could not be fair and just. By not recusing himself, he violated his position of trust. I would not go too far and blame it on the top authorities of the fbi. They didnt know. When they did know, they demoted him and took him out of the investigation.
