That summer and in the midst of this were electing adams versus jefferson, but theyve learned their lesson. They say well run two guys but you cant specify which is which. So when jefferson wins the election he ties his own Vice President candidate and of course burr and jefferson being tied means by the constitution the election goes to the house of representatives so the first thing we do in our new capitol is basically the house of representatives has to elect the new president and they have to vote more than 30 times before the tie can be broken so now youre saying okay. Weve learned our lesson, lets fix it. So the 12th amendment comes along to straighten out the way of electing a president. But you look back to these early days and theyre managing to find out what doesnt work which isnt much and find out that most of that constitution does, and so were able to today look at that room thats much smaller than the senate today but the senators who sat here, pretty much do the same th
Growing public feeling that we want to see whats going on when the senate meets here in philadelphia. And, add to that the press obviously wants no know whats going on because theyve got guys sitting in the balcony watching the house. They want to have guys sitting up here watching the senate because thats news. Finally, i am sure of it, that the house of representatives is sitting downstairs meet necklace public going why do those guys upstairs get to meet in private when we have to sit in all these people. So im sure there is pressure coming from many different directions. Finally after five years of meeting behind closed doors, the senate relents and builds a small balcony and they start to as well meet in public here in philadelphia. Again, thats one of those longstanding traditions. But again, when you go back to our earliest days, this is where you are seeing that they dont have Everything Everything set in stone. Thehe big picture story was story about how human beings survive under untenable. Ituations charlie and what it is within them that enables them to survive. And what is it in each individual that makes their path different from someone elses path. Circumstances are similar. In your living under war and oppression, but every single play makes ahe different decision.

So were really seeing this treaty become kind of of a symbolic head point between these two sides. And the Senate Approves the treaty. Now according to the constitution Senate Approves treaties and theyre done. The problem is the house of representatives this is our first treaty. The house of representatives says, we want a chance to discuss this treaty as well. And so they demand of washington to see all the papers and so on. Well, he says, no. Senate approves it. You dont have anything do with it. What the house essentially is going doing is they say, maybe what we will try do is take away the funding. We wont pay for this treaty. Anything that has to be paid for, we will not spend the money. Therefore, the treaty will die at this point this time. Thats not necessarily a new strategy that you see with things in washington, d.
