I would say the permit history is not entirely clear i agree with the appellant to that extent but i dont have any evidence that there was a legal office use. I know thats something the appellant has argued and i can see those material ins their brief. So you say it was an art gallery for over ten years. From using google street view, it had been there last year and it was going back to 2004 or so, going back quite some time to the earliest 2008 or 2004, whatever the earliest google street images were and perhaps some of the local merchants can speak to that, three years is required as an abandonment of use.
