New Year s Eve luminary release canceled The scheduled Luminaries Release for New Year’s Eve, hosted by the Downtown Dickinson Association, has regretfully been canceled due to fire hazards the sky lanterns present and a change in city policy that now considers the luminaries “fireworks” under the recently adopted International Fireworks Code. Written By: Jackie Jahfetson | × Due to current International Fireworks Code adopted in 2019, the Downtown Dickinson Association canceled the Dec. 31 luminary release because luminaries are considered fireworks and are not allowed within city limits.
