Difficulties we have today in getting things done. I am a great believer that nothing gets done unless president s lead. [applause] i had the great privilege to work for a president that 10 times a day reminded the chief of staff that things had to get done. To set the stage for this discussion, let me remind you that in 19891990, the country was having financial problems. It was drifting into recession. It had huge deficits. The Financial Community knew that the United States needed a multiyear budget agreement and it was pretty clear that this was going to be a strong, tough, hard battle between the executive and legislative branch. George bush knew this and his message was, go get a budget. There is one person who is not here today, passed away, that i have to tell you, george w. Bush had the benefit of somebody who understood budget and process as well as anyone. Having said that, i am thrilled that those gentlemen who are sitting here with me today were part of that process. It ma
