It is about the money, and people are going to make choices and make decisions about whether or not to do things the cousin of how it affects their bottom line. E need to understand that we need to also understand that sometimes it is going to cost them money if they do not make these changes, and sometimes they can make changes that improve safety and improved efficiency. We have not had a budget in the United States senate until this last agreement in december. But on the appropriations side, the 12 appropriations, we havent had 12 appropriations passed before the fiscal year of october 1 since 1996, which was under senator trent lotts leadership.
