It provides that if Congress Gives itself a pay raise, it will not take effect until another election. In any event, we know who was president of the United States on may 7, 1992, president george h. W. Bush. So that is a connection between him and the bill of rights. The second also concerns the date. But it is much more than a curiosity. President bush was in office on the 200th anniversary of the ratification of the bill of rights, december 12, 1991. And he took that occasion to point out something that is very important, namely the connection between our bill of rights and the rights of people everywhere. For a long time, what our constitution gave us, a declaration of rights that actually had teeth. That is what is unique about our bill of rights, it actually has teeth, it is actually put into operation, it is ac
