So, all of us can stop looking at the death of George Moscone and start to put him firmly in our hearts so we can see the likes of him in new community leaders, young artists, queer and colorful, innovators and students, all inside our magnificently and uniquely diverse and neverchanging city. San francisco will never be what it was, nothing in life will be. But as i heard recently, we are always nostalgic for a time that never was and often wanting to avoid a future that is inevitable. Will change in San Francisco as in everywhere is inevitable. And change can be beautiful. We are all of us the agents of change. As george and harvey were. Each one of us is the story teller of our lives and the lives of the people weve lost. And that wasnt always the case, as willie mentioned. Georges mile wide grin and dramatically imperfect teeth, i saw on the pedestal so many things that i didnt know were there. I saw the names of my brothers and sister inside a heart, my dads favorite movie, quotes by him how much he considered being mayor, honor bestowed on him, and the things made possible for people who didnt have power, who didnt have voice, there was so much more on that pedestal than death. And, so, i think its time to reclaim George Moscone from the narcissistic legacy or the senselessness of dan white or the well intentioned world of hollywood or the better intentioned world of theater. Its time to reclaim him from the places where the real george gets lost in the story of others, even in my own. And we gift him back to the city and to the people, to his friends and to his colleagues and to the citizens who are the fabric and texture and color of San Francisco. Corridor who are seeing their work and their custom dramatically deteriorate because people afraid to go by mission and excelsior avenue in the excelsior district. My other item for introduction is a hearing request based on the budget Analyst Report of prosac, park recreation open space advisory committee, and the open space fund and the rec and Park Departments acquisition code. Over the past few years we have approved five acquisitions of private property for the from the open space fund, for the public uses. The most recent one was 24th street, noe valley, i approved that, i voted to approve that acquisition, but i also in the process noted that there are a lot of parts of San Francisco that are considered high needs areas that actually are in need of being able to find greater open space for recreation in the city. I want to make sure that as the city budget Analyst Report indicates there is a discrepancy between the actual Acquisition Policy and the rec and Park Department and wh

That we contract with professional people that are able to manage not only their shelter, but the occupants. I have constituents email me today of a homeless man peeing in front of their business. Abandoned, animals that are being mistreated, in distress, and making sure that other animals are cared for and hopefully ultimately adopted out. Animal care and control is a safety net agency. It doesnt get to pick and choose which animals it takes in. And, so, you have a lot of animals who are difficult to adopt out. Yet animal care controls budget appears to be highly inadequate to provide the level of care that we in this animal friendly city expect for animals in need. In addition, the department has very few enforcement officers who are able to go out into the field. Whether to respond to claims of mistreatment or neglected animals or to deal with potentially aggressive animals. Weve been seeing more complaints in dog parks from dog owners who state that other dogs are aggressive toward their dogs. Animal care control has few resources, but its really not possible for their agency to stay on top of those complaints and do an effective job monitoring and enforcing. So, the hearing
