Russia has signed a deal for a permanent naval base in the breakaway Georgian region of Abkhazia, according to its leader. The base, to be located in the Ochamchira region on the Black Sea coast, aims to increase defense capability for both Russia and Abkhazia. The move has raised concerns among NATO members, as it indicates Russia s expansion of its military presence in the Black Sea region. Russia recognized Abkhazia and another breakaway region, South Ossetia, as independent states in 2008.
