Witnesses say a man was relieving himself outside a parked car and someone called police. Police say two arriving officers attempted to speak to the people inside the car and one of them started running away but that was quickly caught. The

The fire is not expected to impact Amtrak Service along northeast corridor. There is word that the impact will be limited to local subway lines in new york.
