The Timaru District Council has ruled out a referendum on the Government’s controversial Three Waters reforms but plans to hold public meetings to ensure people are better informed on the proposals.
The council’s people and performance committee made a recommendation to keep Carran in the job. Cr Richard Lyon was supportive of retaining Carran, moving that the recommendation be accepted. “The recommendation has been thoroughly researched and democratically approached.” Lyon said Carran had been a strength in many ways and difficult decisions had been made. “I know there have been all sorts of undercurrents, but the reality is - it’s for our organisation to grow and grow and structured for the future. Naturally we can’t please everybody but that’s life.”

Cr Stu Piddington asked why this request had happened so late in proceedings. Carran said he was unsure, as it had worked closely with Audit NZ on both the consultation document and the draft LTP. Special projects manager Ashley Harper said although the council’s LTP budgeted for 100 per cent of all projects being completed on time, it had a target of completing 90 per cent of its work. “This is the first time we did the 90 per cent rather than 100 per cent. Our neighbours don t do this,” Harper said, Carran explained this was an approach that acknowledged there would likely be delays to certain projects, some of which would be out of the council’s control.
