Bill Ludwig was losing his decade-long battle with an insidious type of leukemia when he became the inaugural recipient of an experimental immune therapy being developed at the Hospital of the University of Pennsylvania.
“I didn’t hesitate, because I had no options left,” Mr. Ludwig told The Inquirer in 2015. “And also, these people at Penn had been so wonderful to me and my family for 10 years. I felt obligated to say yes. Did I ever think it would be successful? Not in a million years.”
New Jersey is now offering voluntary COVID-19 vaccinations to corrections officers and inmates in all state prisons, but questions remain about whether there will be enough participation to keep workers and prisoners safe as the virus continues to spread.
The state s vaccination effort already plagued by a confusing public rollout and not enough supply takes on an added sense of urgency inside prisons, where tight spaces and a high frequency of chronic medical conditions make staff and inmates more vulnerable to the virus.
When COVID crept into Garden State prisons in the first wave of the virus s surge last spring, the state tallied a higher death rate than any other state.

South Jersey prison 1st state correctional facility to receive COVID-19 vaccine for staff, inmates
BRIDGETON â Inmates and staff at a South Jersey prison on Tuesday became the first in the state to start receiving COVID-19 vaccinations, state officials confirmed.
The inoculations started at South Woods State Prison, state Department of Corrections spokesman Chris Carden said.
There are two other prisons in the region, Southern State Correctional Facility and Bayside State Prison, both in Maurice River Township.
