it. and we would enter the war on the part of ukraine if this happen. that would be a private but explicit message. general, i want to talk specifically about ukraine s allegation that russia is using phosphorus bombs. explain to us what they are and why that is so alarming. well, it s not a very complicated issue. white phosphorus, we ve used them, artillery bombs, we use them in iraq. primarily, from the u.s. military perspective, there what s called an obscure. and they are small cover. we use them in the battle of fallujah to cover the withdrawal of 25,000 civilians from the city. they re not a very effective weapon. if they are not designed, classified, as a chemical weapon under international law. if they re used against
