The LGU of Caraga, Davao Oriental has declared a state of calamity as severe flooding from TD Kabayan affects 17 barangays. 3,334 families are displaced, with significant infrastructure and agriculture damage. Critical bridges have collapsed, hampering aid and transport services. Despite ongoing floods, major rivers and tributaries remain at safe levels.
