Because we know that you have a great relationship, or at least, you know on the distribution better than most. Your mayor brought you here. You have twice monthly meetings with your police chief. But for someone whos starting not from a good a position of, you know relatively good relations, i think maybe there are some more concrete things you can say about how you let it start with the union representative. And if you could give us ideas about a strategy, that would be useful, at least for me to hear. Like getting your membership on board or something. I dont know how you do that. Its a fair question. And we all have our own constituencies. And people sometimes try to overindicator to theirs. For example, if im expecting a public official to be the one to take that leap of faith, what you have to realize is that they answer to their constituency and that theyre going to weigh that very heavily. The chief answers in our city to the city manager who answers to the mayor and all the co
Over 146 officer fatalities per year. That is a shocking number. One officer killed somewhere in america every 60 hours. All right. But the good news is that numbers are going down. If you go back to the 1970s we were averaging 231 officers killed in the line of duty each and every year. That means the 146 number i cited is 37 lower than it was 40 years ago. That is at a time we have double number of officers serving and putting themselves at risk. Would you have expected that number would have gone up, not down. There are a number of factors that are responsible for that and i have enumerated some of them in my written testimony. I want to just spend a moment though reemphasizing the leadership that the attorney general of the United States eric holder, has focused on issue of officer safety and wellness. Im not sure he is getting enough credit for his leadership. Just a few years ago, when deaths were spiking, 171 officers killed in 2011 he held a summit in his office with about 40 L
Prf. I hope they dont end with a report. I hope its a springboard to action. Thank you, mr. Pasco. Very interesting. Our last speaker on this panel is dustin smith. Hes president of the Sacramento Police officers association. Welcome. Good afternoon. And thank you for the opportunity to testify before you today. What id like to first comment on is the fact that we create a large part of the publics perception of their local Law Enforcement. No manner of outreach can overcome what we create. Please let me define we. By we i mean the police unions, Police Departments and the governments. We need to take care of our own house through our relationships. My first example would be we need to discontinue the practice of tearing down each other publicly. Were no longer going to battle with my chief and my local government. And the real Public Relations portion of that, the real connection to the community were looking for is if i spend all day tearing down my chief and talking about why his de
19 people were down. Six of them died. That was an extended clip. The gunman had another one in his pocket and two shorter ones in his pocket and had it not been for the quick action, the courageous action of people there, he would have loaded and 30 more bullets would have been discharged. I come to this issue as a parent and a grandparent. I was on my way to the rural part of my district on friday when i heard the news about the shootings in connecticut. First i heard three had died. That was bad enough, and then i heard 20 children had died. I was devastated. I have two grandchildren the same age as the children who were shot and killed in newtown, connecticut. On sunday, when i opened the newspaper to read about the shootings, i saw a photograph of one of the children who was killed. Her name was emily. A little blondehaired girl with a beautiful smile. She looked at me from the paper, i saw my granddaughters elsa and tilly looking back at me. So i come to this issue as a grandpare
