Reporter in a scathing report of the Alameda County grand jury accuses the Oakland Unified School district of having a broken culture. Concluding the district is not doing justice or a 36,000 students and 87 public schools. Ray souza is on the grand jury. It is not you can point to one thing and say they did this wrong. It is pervasive. The board, the leadership, the management, the people that work there. Reporter the report cites a range of problems including mismanagement, favoritism, disregard for authority among midlevel management and a lack of accountability. Financial instability was also highlighted. The grand jury finding oakland unified wasted millions of dollars, pointing to lack competitive Business Practices and poor contract management. One example, nine building projects halted because of overspending including the most egregious of construction project at Fremont High School that was 51 million over budget.
