Clay County COVID-19 Positivity Rate Drops Below County Mask Mandate Requirement By mmcwilliams February 23, 2021 11:54 am Saga Communications Spencer, IA (KICD) Tuesday morning, the Clay County Board of Supervisors heard a COVID-19 update from Colette Rossiter with Clay County Public Health. Rossiter says that Clay County’s positivity rate has dropped to under the 5% rate minimum for the County Mask Mandate. Art Hamrick, the Board Chair, says if that rate remains under 5% for two Sundays, they can begin looking at lifting the mandate. Clay County Public Health also says Osceola, O’Brien, Cherokee, Buena Vista, Pocahontas, and Emmet Counties have also reported positivity rates of under 5% as well.
