Sean smith was driving nearby, when he saw what happened. He chased down the driver, not knowing a seven year old was the one that got hit. I knew that hit somebody. I didnt know it was cents a little girl. So i followed them, you know, safe as i could, try to get the tag number. Smith got video of the fleeing car, using his cell phone.
