Riigikogu committee: State budget legislation should be clearer

Legislation governing the annual state budget should be more transparent, while decision-making competence should be improved within parliament, the Riigikogu s state budget control select committee said Thursday. Following a sitting Thursday attended by Auditor General Janar Holm, and Chancellor of Justice Ülle Madise, committee member Annely Akkermann (Reform) said that while the 2020 budget introduced a results-based and activity-based budgeting methodology, only a very small part of this had been implemented. Akkermann cited analysis from the justice chancellor in her argument that the general articulation in the State Budget Act is not sufficient. Akkermann said that: The State Budget Act should specify more precisely how this is done, what structures have been created and how much their costs are by type. Only then can the Riigikogu substantively discuss where from, where to and how much money will be moved.

The bill, sponsored by the opposition Social Democratic Party (SDE) had first been table in 2019, but had seen pushback, particularly by the Conservative People s Party of Estonia (EKRE), now in opposition as well, but in office until January this year. The bill will, proponents say, make psychiatric help available to children suffering from domestic violence or sexual abuse, as well as to teenagers experiencing depression, addiction or eating disorders, all issues, SDE says, which have been more prevalent with the arrival of the pandemic.

Source: ERR Authorities may no longer be able to refuse to register names spelled with foreign letters, following a recent Supreme Court ruling which overrode officials in the town of Rakvere who had done just that, ETV news show Aktuaalne kaamera (AK) reported Tuesday night. The mother of the child at the heart of the case says that interior ministry intimidation was prevalent, and that the latter had joined forces with Rakvere authorities in order to steamroll her. The Supreme Court threw out the case, concerning a child called Nelery, now aged two-and-a-half, following a long-running battle on the used of the letter y in her first name. This character does not appear in the Estonian alphabet, with ü taking the position of the same phoneme that would be denoted by y in the Finnish language, for instance.

Source: ERR A Rakvere mother has been involved in disputes with the town s authorities for over two years now, on whether her child s first name can be registered as Nelery , as opposed to the commoner spelling of Neleri . The furor has now made it to the highest court in the land. Kadri Trilljärv, who became a mother two-and-a-half years ago, says she carefully chose the name for her daughter. The name is similar to her father s, and because there is a -y in both her grandmother and aunt s names, the family opted to spell Nelery with a -y too.
