Sanders, Arizona Republic © Courtesy of Bruce Horton Bruce Horton s mother, Jean Mooney, left a $10,000 life insurance policy to him and his sister when she died at 92. It wasn t easy to collect. Peoria resident Bruce Horton figured it would be relatively easy to collect his mother s modest life insurance policy after she died last summer. His 92-year-old mother had been single. His sister, a classically trained opera singer, had passed away years before. Horton was named as a beneficiary. But an unusual circumstance forced Horton to go on an international hunt for documents, seek assistance from the U.S. State Department and wait without updates while the federal agency cleared a paperwork backlog caused by the COVID-19 pandemic.
