Sister's death overseas, State Department paperwork complicate Peoria man's life insurance payout

Bruce Horton's mother, Jean Mooney, left a $10,000 life insurance policy to him and his sister when she died at 92. It wasn't easy to collect.
Peoria resident Bruce Horton figured it would be relatively easy to collect his mother's modest life insurance policy after she died last summer.
His 92-year-old mother had been single. His sister, a classically trained opera singer, had passed away years before. Horton was named as a beneficiary.
But an unusual circumstance forced Horton to go on an international hunt for documents, seek assistance from the U.S. State Department and wait without updates while the federal agency cleared a paperwork backlog caused by the COVID-19 pandemic.
