NEW HANOVER — The board of supervisors has voted unanimously to reject the final site plan approval for the first phase of the controversial Gibraltar Rock Quarry off Route 73. The milestone vote occurred in the 20th year that the quarry has been trying to win township approvals since it was first proposed in 2001.
