Frustrated advocates and unhoused residents vocalized concerns about Richmond's homeless shelters as city officials gave their final report on last season's inclement weather shelters.
The Virginia city is replete with underused off-street parking lots, which city councilors hope to make available for parking at more times while encouraging transit use.
Richmond's housing director said the city's partners were able to find year-round shelter for four families. However, a councilmember said dozens of other families and kids are still on the streets.
