We werent expecting to have issues at rock springs for many, many hours and we certainly werent expecting rock springs to be the first place we had issues. Emergency managers say they simply dont know why the flood system failed and believe the creek should have been able to handle the rain and the water being released from the reservoir and as the flood waters recede, frustration is rising amongst neighbors who say given adequate warning they could have done
