We are here to talk about cybersecurity, and how we address these significant and growing threat from criminals, hackers, terrorists, anarchists, and other nations who are spying on us, stealing from us, intruding, disrupting and potentially attacking our private sector government infrastructure. I dont feel like i have to say very much about the threat, gives a lot of background, particularly in this crowd
I only make that point to say we live in an environment where we are mitigating all these problems. As much as i would love to live in a world where we could simply eliminate them or get to a place where we eliminate them, realistically we are going to be dealing with strategies to mitigate these problems. I want to, before we open it up to questions, get a little more specific on what the private sector should be able to do, and maybe steve you or anyone else jump in on this. Theres been a lot of discussion of active defense, of actions that the private sector could do in its own infrastructure, honey pots, et cetera or moving outside of its infrastructure to try to get back its data. Is this part of what youre talking about as greater private sector role in deterrence, and i guess from others, are there reactions to that specifically . First i would like to say there is the playbook for cyber events. Some of these issues are discussed there and in a way that is very evenhanded to add
In canada, there is medical marijuana permitted, and the canadians say that organized crime is teaking advantage of the fact there is medical marijuana permitted, setting up growth facilities and things like that. In the netherlands, theres been a substantial loosening of drug issues there, but interesting thing is it brought in a lot more drugs in the netherlands since they legalized marijuana to the point that starting this year, the netherlands prohibits any foreigner from going into their pot shops. The checks have legalized a significant amount of drugs recently. That allowed the police and the resources of the Czech Republic to focus efforts elsewhere, but it has not done much for the drugs at all, and poe land, i believe it is, theres a fairly successful story of legalizing drugs and things Getting Better there, so i think its really going to depend on society that youre looking at. About her perspective of where we are on cyber, and she work for the Bush Administration and the obama administration, and core author of the comprehensive National Cybersecurity initiative, which many of you are familiar with, and her plea, what she talked about was shes been at this since 2008, like many of us, and shes been kind of taken aback by the lack of an International Strategy that the United States seems to be pursuing, and i think its intriguing to hear what you have to say, what you guys think as a group. You raised the i. T. Issue, sort of like the quiet negotiations that jims been involved with, but what do you, as a group see, as the best mods model for an international set of standards, norms for Convention Heading towards as part of the information sharing.
