We welcome everyone here today for todays hearing bringing justice closer to the people, examining ideas for restructuring the ninth circuit and i now recognize myself for a short Opening Statement. Its been more than a decade since we last considered a bill to if you will split the ninth circuit. The ninth circuit is by far the largest circuit of the 12. Additionally, the ninth circuit hears more or less 20 of the appeals and some would say from this side of the doois throughout the various states it also is the most reversed circuit. Notwithstanding that, it is my circuit. It includes my state. And im deeply concerned today and will be until we find resolution that stripping away the other states of the ninth circuit would still leave california as by far the largest circuit.
