The St. Louis Board of Aldermen is expected to vote Thursday to send the measures to Mayor Tishaura Jones. If that happens, it will be the first time the board has approved a budget since 2019.
The city is considering implementing a fee for developers who reduce the number of units in a rehabbed building in a bid to discourage the loss of housing.
Green helped craft the plan as part of the Stimulus Advisory Board.
Responding to news that the state of Missouri would no longer be accepting federal enhancement funds to give to people on unemployment, the recommendations include funding to provide payments between $350 and $500 to the people who would have qualified for that money.
“We felt like it s a pretty abrupt stop for benefits for a lot of folks in our community. And the labor market still has not rebounded completely from the pandemic. And if we can provide support for an estimated 10,000 people in our city trying to get back on their feet, we should do that,” said Green.

Tishaura Jones’ election as St. Louis Mayor
on Tuesday night was the epitome of perseverance.
After falling painfully short in her 2017 bid for mayor, Jones roared back in 2020 with a resounding reelection as treasurer. And with her more than 2,000- vote win Tuesday,
she will be the first Black woman to become mayor.
Jones will face a raft of big challenges and a host of unprecedented opportunities.
One of the reasons Jones was seen as the frontrunner in Tuesday’s election revolved around geography. She had historic appeal in largely Black wards around the city and a number of high-voting white or integrated wards. The big question was whether that coalition would hold if Alderwoman Cara Spencer got big margins in southwestern and central corridor wards.
