The San Diego City Council will consider a controversial proposed "Unsafe Camping Ordinance" Tuesday intended to address the city's homelessness crisis.
The ordinance would prohibit tent encampments in all public spaces throughout the city if shelter beds are available and would ban camps at all times in certain sensitive areas.
The city of Poway took the first steps Tuesday toward regulating homeless encampments in public spaces, with City Council members voting unanimously to approve an ordinance outlining the rules and providing for enforcement.
