Chhattisgarh Chief Minister Bhupesh Baghel has sought additional financial assistance from the Centre on grounds that the central government s decision in the Budget 2021-22 to reduce excise duty on petroleum products, gold, silver, and many other items, and impose the Agricultural Infrastructure Development Cess would cause an additional loss of Rs 900 to 1,000 crore to the state in the coming financial year.

Mumbai (Maharashtra) [India], February 7 (ANI): Elaborating on the Agriculture Infrastructure and Development Cess (AIDC), a new cess announced in the union budget 2020-21, Union Finance Minister Nirmala Sitharaman on Sunday said that with AIDC, the central government will have some money for funding agricultural infrastructure activities.
During an interaction with the media on the Union Budget 2021-22 here, Sitharaman said that money collected through AIDC will go back to the states. With customs duty reduced to some extent, AIDC has been brought in. Now an importer will probably pay less than before when there was no cess at all. New Delhi [India], February 1 (ANI): Union Finance Minister Nirmala Sitharaman has announced the imposition of Agriculture Infrastructure and Development Cess (AIDC) of Rs 2.5 per litre on petrol and Rs 4 per litre on diesel.
However, there would be no additional burden on the consumer overall as Sitharaman during Budget presentation also proposed to reduce Basic Customs Duty on these items. I propose an Agriculture Infrastructure and Development Cess (AIDC) on a small number of items. However, while applying this cess, we have taken care not to put additional burden on consumers on most items, Finance Minister Sitharaman said in her Budget speech.
