Congress made clear in 1996 that do not rely on Public Benefits by making them ineligible. Yes it did make them ineligible but the fact and then it concluded that yes after a certain number of years you are eligible at does not predict a certain accuracy. But you were trying to predict and then trying to predict who would be eligible. Yes but there is a difference to say that circumstance has been fallen you over the past five years.
