While the domain of external sovereignty of India lies exclusively with the Central government, internal sovereignty is shared with the State governments, the Supreme Court orally observed during the Article 370 case.
Even as the Central government told the Court how the abrogation has benefitted the region, the Court said that the constitutional issue will not be dealt with on the basis of policy decisions.

Attorney General R Venkataramani submitted that the opinion of the J&K Constituent Assembly on the abrogation of Article 370 was to be interpreted as a recommendatory one.
