There were no roll call votes in the House or Senate last week. This week, Beacon Hill Roll Call reports local representatives’ roll call attendance records for the 2021 session through May 7. The House has held 32 roll calls so far in 2021. Beacon Hill Roll Call tabulates the number of roll calls on which each representative votes and then calculates that number as a percentage of the total roll call votes held. That percentage is the number referred to as the roll call attendance record.
The vast majority of the 160 representatives are not in the House chamber during a session because of the COVID-19 pandemic. Sources tell Beacon Hill Roll Call that they have seen as few as 12 members in the chamber and as many as 40. The rest watch the session from their home or business and vote remotely.

Beacon Hill Roll Call: April 26 to April 30, 2021

Beacon Hill Roll Call record local representatives’ and senators’ votes on roll calls from the week of April 26 to April 30. All the House roll calls are on the House version of a $47.7 billion fiscal year 2022 state budget. Most of the decisions on which representatives’ amendments are included or not included in the budget are made “behind closed doors.” Or in the COVID-19 era, “behind closed Zoom meetings.” Of the 1,157 budget amendments proposed, most of them were bundled into consolidated “mega” amendments. This year there were seven mega amendments and all but one, which had just one vote against it, were approved unanimously.

In keeping with tradition, there were no formal sessions of the House and Senate last week, which was April vacation week for Massachusetts students. This week, Beacon Hill Roll Call reports on proposed amendments filed by representatives and senators to amend the state constitution. Any proposed constitutional amendment sponsored by legislators needs the votes of a majority of the 200-member Legislature in the 2021 to 2022 session and the same in the 2023 to 2024 session in order to appear on the November 2024 ballot for voters to decide. None of these proposals have yet been approved, but hearings have already been held on most of them.
