This was stressed by the Supreme Court (SC) in its decision that cited the agreement ratified by 189 countries on the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), and the provisions of the 1987 Philippine Constitution and the law. The SC said CEDAW “acknowledges the need to guarantee the basic human rights and fundamental freedoms of women through the adoption in the political, social, economic, and cultural fields, of appropriate measures, including legislation, to ensure their full development and advancement.” “Consistent thereto, no less than the fundamental law of the land (under Article XIII, Section 14) imposes on the State the duty to protect working women by providing safe and healthful working conditions, as well as facilities and opportunities to enhance their welfare, and enable them to realize their full potential in the service of the nation,” it said.

Published May 27, 2021, 12:53 PM The House Committee on Justice treated the impeachment complaint against Supreme Court Associate Justice Marvic Leonen as a mere scrap of paper as it voted unanimously to junk it following a determination that the complaint is insufficient in form. With all 37 committee members voting in the affirmative, the motion to dismiss the case filed by journalist Edwin Cordevilla was upheld. Deputy Speaker and Cagayan de Oro City 2nd District Rep. Rufus Rodriguez raised the motion as he cited numerous reasons why the complaint should be rejected. Many of those who attended the first and last hearing of the impeachment case were officials of the Lower House who are clothed with authority to vote as ex-officio members of the House panel chaired by Leyte 3rd District Rep. SunStar (From Supreme Court) May 27, 2021 (UPDATED) Voting 37-0 with zero abstentions among those present virtually, the House of Representatives committee on justice on Thursday, May 27, 2021, dismissed outright the impeachment complaint against Supreme Court Associate Justice Mario Victor Leonen, after determining that it is based on hearsay and is not based on authentic records. “What we have, in sum, is an ‘unsigned’ impeachment complaint that is provided for in Section 3, third paragraph, due to the failure of the complainant to verify his allegations as true and correct based on his personal knowledge, or authentic records,” committee chairman Leyte 3rd District Vicente S.F. Veloso said.
