MICHAEL MARTZ Richmond Times-Dispatch Virginia mental hospitals are struggling with “dangerously high” numbers of patients, prompting them to delay admissions and straining the ability of law enforcement officers to maintain custody of people in psychiatric crisis who are waiting for treatment. Behavioral Health Commissioner Alison Land told legislators on Tuesday that the state’s eight public mental hospitals for adults are operating at 96% of their capacity. Crowding is worst at Central State Hospital, outside of Petersburg, which is 99% full, while Eastern State Hospital near Williamsburg and Western State Hospital in Staunton are operating at 98% of their capacity. “The picture is bleaker, not better,” Land told the Joint Subcommittee to Study Mental Health Services in the Commonwealth in the 21st Century.

The man accused of murdering a Spokane mom and trying to kill her daughter made his first appearance virtually in court Monday. We now know the attack on the Kassie Dewey and her daughter was incredibly violent. It was revealed in proceedings that Kassie was stabbed 26 times, including once that penetrated her heart an attack that police say showed signs that she struggled. Her five-year-old daughter was stabbed 10 times, but survived. Joshua Phillips, the man accused of attacking Dewey and her daughter, did not appear in court today in-person. Instead, he made his first appearance virtually in the Spokane District Court, seen wearing a suicide vest.

Joshua Phillips, 41, who worked as a registered nurse at Eastern State Hospital, is facing charges of second-degree murder in the death of 35-year-old Kassie Dewey and second-degree attempted murder of Dewey’s young daughter. He was booked into jail Saturday afternoon. Dewey’s body and the young girl were found in their garage on Sunday night. The Spokane County Medical Examiner said Dewey was stabbed to death and suffered injuries to her torso, head and upper extremities.
