Press Release Senate OKs bill expanding protections for children versus online sexual abuse, exploitation The Senate today approved on third and final reading a bill that aims to expand and improve government protections for children against online sexual abuse and exploitation. Voting 23-0, the senators passed Senate Bill No. (SBN) 2209, also known as the proposed Special Protections Against Online Sexual Abuse and Exploitation of Children (OSAEC) Law, or the Anti-OSAEC Law. Sen. Risa Hontiveros, chair of the Senate Committee on Women, Children, Family Relations and Gender Equality, and sponsor of SBN 2209, said that the measure is a much-needed update of existing laws to better protect children against acts of sexual violence, abuse and exploitation in the online sphere.

BusinessWorld May 21, 2021 | 8:23 pm BW FILE PHOTO The Senate on Thursday approved on second reading a bill seeking to strengthen the country’s law against sexual abuse of children online.  The Senate approved Senate Bill 2209, which will repeal the Anti-Child Pornography Act of 2009 and amend the Anti-Photo and Video Voyeurism Act of 2009.  The committees on women, science and technology and finance approved the measure on Tuesday.  Senator Risa N. Hontiveros-Baraquel, who endorsed the bill to the plenary, said the bill penalizes the use of digital or analog communications to sexually abuse and exploit children.  Cases of online child sexual abuse almost quadrupled in the Philippines at the height of a coronavirus pandemic from March to May 2020, according to data from the Department of Justice. 

DOJ logs 117% hike in online child abuse convictions in 2020

(Pixabay / FILE PHOTO) “There is a 117 percent increase in OSEC convictions from 2019 to 2020,” Justice Undersecretary Emmeline Aglipay-Villar said on Sunday, April 11.  Villar, who is also the undersecretary in charge of the Inter-Agency Council Against Trafficking (IACAT), said the DOJ secured 100 OSEC convictions in 2020 compared to 46 in 2019. The number of convictions in 2020 is also higher than the 49 convictions in 2018, 29 in 2017, six in 2016, 10 in 2015, six in 2014, and two in 2013, she said. Of the 100 convictions in 2020, 34 of them were for violations of Republic Act No. 9208, the Anti-Trafficking in Persons Act of 2003, she noted. The 66 other convictions were for other related laws including RA 7610 or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act; RA 9775 or  the Anti-Child Pornography Act of 2009; RA 9995 or the Anti-Photo and Video Voyeurism Act of 2009; RA 10175 or the Cybercrime Prevention Act of 2012; and viola

Facebook has committed to attend the next Anti-OSAEC (Online Sexual Abuse and Exploitation of Children) hearing, Hontiveros said in a statement. We have heard their explanation that their policy team did not receive the invitation that was sent, and we will call a next hearing to provide a platform for Facebook and other social media outfits to explain their side and open themselves to questions from legislators, she added.
