Flows have been meager so far this year because of below-average snowpack and precipitation.
The Rio Grande is one of North America s longest rivers and a major water source for millions people and thousands of square miles of farmland in New Mexico, Texas and Mexico.
The Bureau of Reclamation warned Thursday that a stellar monsoon season would be the only saving grace, but the odds of that happening are slim.

SANTA FE, N.M. (AP) The state of New Mexico has reached a $260,000 settlement with a whistleblower who alleged retaliation by state insurance regulators after she reported that a major health care insurer was allegedly avoiding tax payments.
An attorney for Shawna Maestas confirmed the financial settlement Wednesday after the terms were published on a state clearinghouse website. The agreement ensures that Maestas can seek work at other state agencies.
State Insurance Superintendent Russell Toal says that both parties in the litigation agreed that it made sense to reach a settlement. His leadership at the agency began in January 2020, more than a year after Maestas left in April 2018.
Court Won’t Get Involved with Applied Underwriters Suit Against California Insurance Regulator April 5, 2021
A California federal court has declined to get involved with a lawsuit that Applied Underwriters and the California Insurance Co. filed against the California Department of Insurance.
The case against the CDI is based upon a central claim that the CDI placed the carrier into conservatorship. The court abstained from hearing the suit over jurisdictional concerns.
Jeffrey Silver, executive vice president and general counsel of Applied Underwriters, issued the following statement in response:
“We will certainly continue our fight to undo this gross injustice. The current decision hinged clearly upon technical jurisdictional issues, not on the merits.
